About DAAPP

91做厙 (91做厙) recognizes that the misuse of alcohol and drugs remains a significant societal concern and can undermine the institution’s educational mission. 

In compliance with the , 91做厙 is committed to maintaining a drug-free college environment. To support this commitment—and in alignment with the college’s Alcohol and Drug Policy (Policy #106 and Procedure #106P)—the Drug and Alcohol Abuse Prevention Program (DAAPP) has been established.

In collaboration with Student Affairs and other key stakeholders, the Office of Human Resources serves on the DAAPP Team, focusing specifically on the needs of employees.  These units work in partnership to provide annual updates on policies and available resources, and participate in regular program reviews to assess and maintain DAAPP effectiveness. Together, we aim to maintain a safe, informed, and supportive environment for all employees.

91做厙 is dedicated to the health and welfare of its employees and maintains a Drug and Alcohol Prevention Program to address their needs. The DAAPP for faculty and staff is designed to discourage the illicit use of drugs and the abuse of alcohol or inhalants among employees. The program, available to all faculty, staff, adjunct, and hourly employees,  ensures compliance with federal, state, and local regulations while promoting a safe and healthy workplace. We encourage all employees to familiarize themselves with the available resources and policies, and to take advantage of the support services offered if needed.

Objectives:

  • Help educate employees about the risk of alcohol and drug misuse in an effort to promote responsible decision-making
  • Provide resources for employees affected by substance abuse, offering support and guidance
  • Support recovery for employees who are battling addiction by fostering a workplace conducive to healthy, drug-free lifestyles
  • Encourage prevention strategies and constructive lifestyles that discourage misuse of alcohol and drugs
  • Develop an environment that facilitates and promotes substance abuse-free behaviors and lifestyle
  • Inform employees of legal and institutional penalties for violations

In addition to the Annual DAAPP Notification for Employees, access to resources on substance misuse and abuse is available to all employees, both online and upon request.

Employees are also required to complete the Commonwealth of Virginia’s mandatory HR training upon hiring and annually thereafter. This training includes a module on the Alcohol and Other Drugs Policy, which outlines: the impact of substance use in the workplace, employee responsibilities, available resources, and 91做厙’s commitment to a safe, healthy, and drug-free environment.

Please note: Nothing in DAAPP for Employees is intended to conflict with, modify, or override 91做厙's Alcohol and Drugs Policy#106 and Procedures #106P or These policies govern all matters related to drugs and alcohol in the workplace and shall take precedence.

Federal Regulatory Requirements

The Drug-Free Schools and Communities Act Amendments of 1989 (), requires that the College adopt and implement a program to prevent the unlawful possession, use or distribution of illicit drugs and alcohol by employees. In addition, the  requires that certain employers take anti-drug initiatives, which may include drug testing. These anti-drug initiatives are requisite for employers subject to the following:

  • The Drug-Free Workplace Act of 1988
  • Defense Department Contract Rules
  • Department of Transportation Regulations

Nothing in the Drug and Alcohol Abuse Prevention Program is intended to conflict with, modify, amend or attempt to alter 91做厙's Alcohol and Controlled Substance Policy and Procedures or the Virginia Department of Human Resource Management (DHRM) , which shall preempt, govern and control in all respects drugs and alcohol in the workplace.

State and Local Regulatory Requirements

In addition to federal requirements, The Commonwealth of Virginia and the Virginia State Alcohol Beverage Control Board have enacted a variety of laws and regulations which govern alcoholic beverages. The unlawful possession, distribution and use of controlled substances and illicit drugs, as defined by the Virginia Drug Control Act, are prohibited in Virginia. In addition, several counties have adopted state and federal codes relative to the unlawful possession or distribution of a controlled substance.
